I made a list one day of stuff I carried in the car in the winter. I drive about 27 miles each way to work, and have been the only car on the road when I was on midnight shift. I tried to stack the odds in my favor.

Excellent list! I'm a visual person so photos would really make this post come alive. When you list items found in "pocket" do you mean a map pocket in the vehicle? And the vest kit, is that something that's always in the car?
Maybe I'll list all the things in my car kit but one thing I noticed off the bat is water, or lack thereof. My car has a cup holder molded into every door. A mostly full 16 oz waterbottle lives in each of those pockets (I drain off an ounce or two to allow for expansion when they inevitably freeze solid in the winter) and I have a larger (quart size?) waterbottle in the back.
Water is usually limited to being carried out each day so it doesn't freeze.
