Maybe, but why the bloody hell did he still drive up to the hospital? He knew the guy had a device, so he locked the doors on him, but still drove up to the hospital. Why not head for a park or other open area away from people? He was really lucky the blast seemed to be a low-order explosive similar to tannerite and not something like Semtex.
Many vehicles automatically lock the doors when you start driving. Many people lock the doors out of habit before driving. The bomb appears to have gone off before his vehicle came to a stop. I'm wary of the assumption the driver had any clue what was going on.
If he was aware, or very suspicious of what was going on, part of his thought process would likely be how to get out alive. Abruptly refusing to drive where asked could be very dangerous. But driving there in hopes you could then leap out of the vehicle while leaving the badguy locked in the vehicle is a reasonable plan to come up with while under the stress of the moment.
