As it turns out they were diploma mills for immigrants with questionable status and no ability to speak English.
This may create an immediate shortage of drivers raising delivery costs. It may also force wages higher for legal drivers.

This was another consequence of opening the borders. And lack of enforcement. I don't know enough about the particulars. But it's of course pushed alot of hard working Americans out of jobs. And created terrible road tragedies.
I'm glad they did this. Maybe our highways we be a bit safer. And maybe this will adjust the pay scale back closer to where it belongs.
But like you say, any excuse to raise prices. Even they cut costs massively. With cheap illegal labor. I'm those savings were never passed into the customer.
One of the Iraqis I sponsored as a legal immigrant became a long haul truck driver. He has been at it now for nearly 20 years. He loves traveling around and seeing his adopted country.
But he speaks, reads and writes English.
In fact all of them have jobs they love and are doing great. One worked his way up to GM at a Toyota dealership and his brother is the SM there as well. They both just recently bought their second homes. One joined the Army served four active years, went to school on the GI Bill and is now working on his doctorate. He is a GS11 at the State Department and officer in the National Guard.
I don't want to get political here but legal immigration is awesome. Illegal not so much.

I agree completely. We need legal immigration. That is prepared and willing to give back. And take advantage of our societies freedoms and systems to make something of yourself. It has always been one of the life bloods of our country.
Iirc we take in more legal immigrants than any other country.
95 illegal truckers arrested. Most had licenses from California.
