My only significant fight with rust was an ongoing battle with black iron fuel tanks in a boat...(Spoiler alert the cure was to cut them out and replace them with aluminum fuel tanks.) ...
What I found that worked was a wire brush session to get off loose rust and paint, followed by phosphoric acid and then sanding the result for an application of rust-o-leum rusty metal primer.
BTW I lost that battle since the interior of the tanks were so rusty they flaked off the oxide in to the tank bottom.

My brand new flameking 100lb tank started rusting thru the paint after about a month, all around the top.
Used a 3" circular wire brush on a drill, then rustoleum. Had to redux one tiny edge a week later and now there's another spot coming thru right by where the valve is connected. I might not have gotten the rust off that spot as its really hard to hit with the brushes.
I had the interior floor of my 88 montecarlo ss 'tarred' many many years ago. At least that's what my 'bodyman' called it at the time. He sand blasted some rust off, then 'painted' the floors and interior of the trunk with this this black stuff, sort of looks like what you're looking at. There's no rust coming thru it today.
My old Suburban (the one in my avatar pic) had terminal rust. I liked the truck, but the body was shot and the frame wasn't far behind. My car (2006 Mazda) is rusting out as well, although not nearly as bad as the truck was.
My new Suburban came from Texas and is rust-free. To try to keep it that way, I took it to Krown Rust Proofing last summer for an oil-spray rust-proofing. I'll have to have it repeated each year, but it should stop it from rusting as long as I keep it up. That's a lesson learned for me. Whenever I replace the car I'll probably do the same to help protect it from all the salt they use here in Michigan.
With my first car (1983 Subaru GL), I did try some type of rust encapsulation paint. It did stop the rust in the areas where I applied it, but that was mostly a waste of time, given how badly that car was already rusting out by the time my parents gave it to me. (True story: one time while I was working on something in the engine compartment, I dropped a wrench and it knocked the engine skid plate completely off of the vehicle when it hit!)
Mine is an 04, so equiv truck to your suburban. I have so much in medical debt from the kids and wife that there is no way I'll ever be able to buy another vehicle so its a little at a time keeping this one going.
