Not sure which part is nuttier. The idea itself or that they are suggesting a target list. Why
Garmisch-Partenkirchen? Last time I was there it was a winter resort area in Bavaria with no strategic or tactical value. The US stores their nukes in Buchel, everyone knows that.
I guess they forgot what they( USSR/Russia) looked like after the last world War.
