This type of problem has been happening in my region also.

In my case my water comes from a private well so I am unaffected . Most people are not so lucky.
I did a year at Shawnee Mission Northwest but got sprung early on account of I could read and do the writings.
I read that our metro water department can't pull water out of the Ohio River (yummy!) if the weather is below zero for extended periods.

Yea from what I've read. The Topeka area communities get water from the Kaw. And the Kaw is running low. So that compounds the problem with the water disinfecting plants
