Unfortunately this type of thing will keep happening as long a railroads are allowed to do whatever they want, they try to get away with taking forever to fix anything, often waiting till it breaks. The train derailed after they got a rail side detector alert about a mechanical issue with one of the rail-cars axles. If I was going to toss out my educated guess, they likely had a hot journal box, which more than likely seized, causing the car to hop off the rail, leading to a cascading effect of multiple cars going everywhere. If you noticed, they were draining it after allowing a controlled explosion to occur, because to allow the vinyl chloride to burn and explode uncontrolled would cause a very lethal cloud to spread uncontrollably. The controlled release is still lethal if inhaled, but the cloud is much smaller, and easier to "control", than an uncontrolled explosion would be, not to mention the shrapnel that would follow it.
All of that said, you better be ready to get out fairly quick if you live near rail line. A lot of times extremely dangerous stuff is carried right through the heart of many small towns and large cities, all without anyone knowing. If an area is large enough to rank being considered a HTUA (High Threat Urban Area), usually metropolitan areas that warrant special consideration with respect to transportation security, a little more caution is taken. Having anything you can't live without (meds, special foods, necessary paperwork etc) somewhere you can pack up quickly is essential in any bug out type scenario like this.

I'm not in the affected area, but that is a good thing to remember, if anyone is forced to leave home.
