I have a few of these and if the adhesive worked better they'd be pretty good.  I have no idea how they hold up to cold, I've not had any last longer than a few months of summer.  Or perhaps I should say a few days of summer.  Rarely did one stay attached more than a day.  This was no matter how well I prepped the surface it was being stuck to, as soon as the sun came up it went down, right to the floor.  I even tried replacing the stock tape with 3M trim tape, that foam stuff with the red label, and once it hit around 10 AM the heat just melted it off.  I eventually just gave up on them.

I had something similar happen with the plastic holders I apply to the back of my cellphone cases. The stock foam tape did not stay attached. I researched and found that super glue was the best for plastic to plastic. Since using it I have not had a problem.

But that 3m VBS(?) tape for applying vehicle emblems should work as well. Getting the crappy foam tape off that comes attached is a pain. But I've never had the VBS stuff fail me. I also prep with alcohol on the dash surface to be attached too. That might help.

Or even try a two part apoxy. I recently used it to mate metal to plastic. But it is very permenant. Be sure where you want these placed. Cause they ain't moving after! Lol.
