in a nutshell the water treatment plant froze in the cold weather ...

"emergency announcement comes after the Bardstown Water Treatment Plant experienced a weather-related equipment failure early Wednesday morning, officials said. The failure caused a "significant reduction" in the company's ability to treat water for delivery."

I did a year at Shawnee Mission Northwest but got sprung early on account of I could read and do the writings.

I read that our metro water department can't pull water out of the Ohio River (yummy!) if the weather is below zero for extended periods.

Yea from what I've read. The Topeka area communities get water from the Kaw. And the Kaw is running low. So that compounds the problem with the water disinfecting plants
